Lawsuit filed to challenge rejection of SD initiative petition
"The California Elections Code states that notice of a petition drive must be published in a local newspaper, and a signed affidavit of publication must then be filed with the city clerk within 10 days. Kneebone and Mercado filed their affidavit more than two months late.
"As the city's elections official, it is my ministerial duty to ensure compliance with all procedural mandates," Norris said."
