City Lacks Standing to Challenge Ethics Initiative

The California Court of Appeal in Los Angeles has ruled that a City of Santa Monica challenge to an initiative measure imposing strict new ethics requirements on city officials was not justiciable. The court concluded that Santa Monica lacked standing to challenge the measure, and that the challenge was not ripe for adjudication. In a City of Pasadena challenge to an analogous initiative measure, the court held that the trial court should have granted the defendants' motion to dismiss the challenge under California's SLAPP suit statute.
