January 30, 2005 Sweeping Amendments to HAVA ProposedSenator Dodd has introduced a bill (S 17) that would make a number of sweeping changes to HAVA and significantly accelerate what some local election officials view as the "federalization" of election administration. Among other changes, Senator Dodd's legislation would establish national write-in ballots for federal elections, require voter verified ballots, provide for election day registration, regulate the removal of voters' names from voter registration lists, and impose requirements for counting provisional ballots.
